On Thursday, April 25, 2019, Tammuz Organization for Social Development held an educational dialogue seminar on the resolution of disputes through negotiation, mediation, arbitration and litigation mechanisms. It was held at the youth forum in Dawa district in Dhi Qar governorate, in the presence of members of the local government and representatives of official departments and social and tribal figures from the judiciary. The lecturer, Razzak Obaid Dahir, opened the seminar with a warm welcome to participants and attendees. A round of introductions took place among the participants, after which the lecturer presented the most important objectives of the seminar. The lecturer reviewed the main objectives of the seminar, and then presented a definition of conflicts and their types and analysis, summarizing the experiences of international, regional and local conflicts throughout history such as the two World Wars 1914-1918, 1939-1945 respectively, the Korean War in the 1950s and the 1948-1967 Israeli wars, And the disputes regional and the central governments in Iraq on the belonging of the city of Kirkuk, as well as the border disputes between the provinces around the administrative divisions and their impact in the renewal of disputes over dependency Administrative.
After that, the lecturer reviewed how to end these conflicts, whether international, regional or local, through peaceful negotiating mechanisms. These mechanisms are proceeding sequentially, first through negotiation, then through mediation, through arbitration and finally via litigation, and these are the basic solutions to solve any dispute.
And then, the floor for discussions and questions was opened, for participants and has raised many of the questions were answered through dialogues within the seminar.
At the end of the seminar, the lecturer thanked the participants for their participation.
The most important ideas that were raised in the symposium:
1-The need to resolve every dispute through peaceful means.
2-find formulas of mediation and resort to negotiate first and not resort to other options such as threats and wars.
3- Find common points of solutions and adopt the principle of waiver for access to peace.
4-Adoption of local law through the Constitution in resolving local disputes.
5- Community education on these aspects.
6- Include media in the media on the dangers of conflict.
7- To increase the establishment of workshops and conferences on such topics.
