On Sunday, 28/4/2019, Tammuz Organization for Social Development in cooperation with the Election Commission - Dhi Qar Office held a seminar for young people, graduates of institutes and colleges, on election laws and mechanisms for distributing seats. The seminar was held at the vocational training center in Nasiriyah. At the beginning of the seminar, our colleague Razak Obeid Zaher thanked the young participants, of both sexes, for attending the seminar. And also thanked Mr. Qassim Shuwail, the technical director of the Election Commission, for his participation and benefiting from his experiences. After that, a round of introductions took place by participants. After that, Mr. Razak reviewed the electoral laws adopted in Iraq after 2003 and their impact on the distribution of seats during the previous electoral cycles in the Iraqi elections, explaining the main flaws that accompanied the electoral process and the problems that accompanied the elections due to the distribution of seats. Then our colleague Obeid explained the meaning of proportional representation and also reviewed models of its applications in other countries and its importance in finding a real representation of all Iraqis with all their geographical and demographic distributions, showing respect for the voters’  will and not wasting their votes.  Mr. Qassim Shuwail, Technical Director of the Electoral Commission, Dhi Qar Office explained the importance of participation of all, especially young people in the electoral process. He explained how to arrange the seats and the mechanisms followed, and urged young people to update their data and benefit from the symposium. And the transfer of what was discussed in the symposium to other young people as well as their families.

The most important ideas that were put forward and adopted in the seminar:

1- Creating a fairer electoral law that ensures the participation of all.

2-Reduce the age of the candidate to age 25 to ensure access of young people to the Council of Representatives or provincial councils and involve young people in political decision-making.

3-The need for the participation of civil society organizations in the discussions related to the adoption of the election law and take the comments that are put forward by the organizations.

4-Preserving the quota of women to represent women and activate their role in giving them executive positions.

1-    Preserving the minority quota to ensure national participation and representation of all segments of the Iraqi people.
