Tammuz’s visit to the Office of Citizens Affairs – Al-anbar

 On Monday 20/5/2019, represented by the free legal clinic staff in Al-anbar, Tammuz Organization for Social Development represented by the legal clinic staff in Anbar held a meeting with Mr. Majid Humaid, Director of the coordination and monitoring representative in Anbar province, and Mr. Nayef Al Dulaimi, representative of the Citizens Affairs Bureau in the governorate office to introduce the work of the legal clinic and the services it provides to citizens. The meeting began with the speech of colleague Ali Ghazal by defining the work of the free legal clinic in Anbar and the services it provides to returning citizens affected by the military operations and the mistakes of war and the terrorist acts that affected the province. He also explained the areas and categories included in the project, namely the districts of Fallujah, Karma and Saqlawiyah and areas within the aforementioned districts. During the period of the project, 233 cases have been received until 1/5/2019, in addition to 320 legal consultations (4 legal awareness workshops). Cases and consultations will continue until the end of June 2019 by the clinic's lawyers in Ramadi and Falluja. The meeting also witnessed a discussion on the procedures of the Compensation Commission in Al-anbar, and deliberation of the reasons for delayed payment of dues, and that the staff of the clinic continues to receive and promote the completion of cases received by the affected persons. Mr. Majid Hamid also expressed his full readiness to facilitate the work of the clinic and provide any assistance needed by the staff. Nayef al-Dulaimi, director of the Citizens Affairs Office in Al-anbar province, indicated that the committee is still receiving complaints from citizens about delaying the payment of compensation. Through the visit, it turns out that the central committee in Baghdad is responsible for the delay in proceeding payments for unknown reasons. Al-anbar Compensation Committee had sent more than 44,000 transactions to Baghdad, but not even 10 per cent of it has been disbursed. He has asked the organizations to intervene and demand the promotion of the largest possible number of transactions. Mr. Majid Hamid, Director of the Joint Coordination and Monitoring Unit in the province, said that they are ready to intervene and pressure the compensation committee through the organizations to launch a campaign to release the money. Most citizens have not received their dues despite the fact that more than three years have passed since their return, and call on the concerned authorities to accelerate the release of the payment so that they can repair their homes. Mr. Ali Ghazal, representative of the Tammuz Organization for Social Development, pointed out that the report was submitted to the Civil Society Organizations Committee in the Governorate Council.

At the end of the meeting, Majeed Humaid and Nayef Al Dulaimi commended the work of Tammuz Social Development Organization and the legal clinic staff in Anbar and the provision of free legal services to returnees in the province for the benefit of the public.
