For Just Electoral Law That Ensures the Participation of All

 

On 25th June 2019, Tammuz Organization for Social Development, in collaboration with lawyers’ representation in Souq Al-Shoyukh district –Dhi Qar governorate, held an educational dialogue seminar on the amendment of Municipal Councils electoral law, for the elections to be held in April 2020.

The seminar was held on the hall of the representation in the participation of lawyers, professors, and representatives on behalf of governmental departments. The seminar was attended by satellite TV channels along with new electronic websites.

At the beginning of the seminar, Mr. Malik Al-ghuzzi, of the lawyers’ representation, introduced our colleague Razzaq Obaid Dhaher the administrative authority  member in Tammuz Organization for Social Development, and welcomed the attendants and thanked them for their participation in this seminar.

Our colleague Razaq Daher gave an overview on the electoral systems used worldwide as well as distributing seats system, pros and cons of each system. That was as an introduction to discuss what had been mentioned law proposal drafts submitted to the Iraqi Parliament, that suggest the adoption of two mechanisms and they are 30 and 70 of votes in addition to the admission to 80%   of candidates who have BA degrees and 20% of those holding secondary school certificates, Moreover,  30 should be the minimum age admitted for candidates and that each governorate with a population of 1,000,000 people, shall have only 10 representatives plus 1 representative for every 200,000 people surpassing the limit of 1,000,000 people.

The floor for questions and discussions was opened as our colleague answered the participants’ questions, after that, fresh ideas was brought and those could be summarized as recommendations:

1-the necessity to develop a fair electoral system that ensure the fair participation of all voters and to be a real representation for all of them.

2- Reducing the legal age of candidates to give the young people a role in administrating their country.

3-The need to take note of the suggestions made by the elites and the civil society organizations when discussing the draft submitted by the Parliament.

4-raising awareness regarding the law and urging people to express their opinions through media and organizations.

5-Urging people to participate effectively in elections through the discussions of the law draft in seminars and the advisement of its negative results of boycotting elections.

At the end of the seminar, our lecturer colleague thanked the participants for their attendance and he also thanked the representation of Souq Al-Shoyukh lawyers for their collaboration and giving this opportunity to hold this seminar and strengthening collaboration among civil society organizations for the public interest.
