Advocacy and promotion of women's effective participation / advocacy approach

 Tammuz Organization for Social Development participated in the training workshop held in Erbil for the period 18-22 July 2019 at the invitation of (Iraqi Hope Society) and with the support of (Dutch Pax) under the title (Advocacy and the promotion of effective participation of women / the human rights approach in lobbying). The training aims to prepare for a campaign to promote the effective participation of women and strengthen their impact in the discussions and enable them to participate fully and effectively in the building of transformational peace and community restructuring in four provinces (Baghdad, Basra, Salah al-Din, and Kirkuk).

This course is organized within the framework of the overall objective of the project, which aims to contribute to a structural change of gender norms, laws and institutions in Iraq and to give men and women equal rights, capabilities and opportunities with special emphasis on cases of sexual and gender-based violence in addition to ensuring that the perpetrator would not go unpunished. .

The objectives of the project are as follows:

 

- to increase the  understanding and awareness about the patterns and root causes of sexual and gender-based violence cases, impunity or lack of accountability of the perpetrator, in addition to raising capacities to develop, implement and evaluate effective transformative strategies in order to work on applied research on cases of sexual and gender-based violence.

- To improve the response of targeted Iraqi police and judiciary to cases of gender-based and sexual violence as a result of increased cooperation with women and enhanced participation and voice.

- Increase the influence of women's organizations and networks and involve them in discussions on security and security sector reform at the local, national and international levels.

The program addresses the underlying drivers of conflict by identifying patterns of violence (within different time frames and between different communities and private and public violence) and placing them in the social, cultural and political context of impunity (the perpetrator is not held accountable), sectarianism, the next phase of stability, and security sector reform after ISIS. The aim is to challenge the idea that gender-based violence is a special issue by clearly linking it to patterns of conflict, history of violence and political conflict.

 

The themes of the workshop included the most important issues (human rights concepts, development of women's rights in international conventions, CEDAW, gender concept, advocacy issues, analysis of advocacy campaigns and skills on rights in the Middle East and North Africa, evaluation of community priorities through a Legal framework, analyzing the situation and identifying the problem to be worked on according to each governorate).

 

During the workshop, they worked to identify a common problem between the participating governorates (Baghdad, Basra, Kirkuk, & Salahuddin) and then select a specific topic for the campaign within the general framework of the project goal taking into account the specificity of each province.

It was agreed that the general goal of the campaign that will be worked on and achieved until the end of 2019 is to push for the adoption of the law against domestic violence.

During the workshop, the campaign was designed in an integrated manner and identified the necessary tools to achieve its objectives and the development of strategic plans and tactics and the drafting of a statement of the campaign, which will be directed to decision makers and the general public of beneficiaries and opponents, and determine the action plan and the role of each participant.
