Under the slogan of  (Electoral law ensures the participation of all)

On 26-11-2020, Tammuz Organization for Social Development office in Dhi-Qar, held a dialogue educational seminar on electoral districts to produce an analytical perspective of the electoral system with multi- districts. The seminar took place at the hall of labor and social affairs department in Nasiriya.

The seminar targeted for Dhi-Qar university young graduates and with the participation of the IHEC office in Dhi-Qar represented by Mr. Ahmed Ali the IHEC general Director and labor and social affairs department director in addition to a number of engineers and administrative officers in the department.

At the beginning of the seminar, our colleague, Razaq Dhaher, welcomed the participants and thanked the IHEC general director, Dhi-Qar office, for his participation to enrich the seminar he also thanked the director of Labor and Social affairs director who had facilitated the holding of the seminar at the Department hall.

Then, Razzaq reviewed the electoral systems in place in the world, explaining that each system has its flaws despite its adoption by states, and he explained the election systems that were used in Iraq, starting from the proportional system that adopted a closed list until reaching the majority system and adopting multiple districts. A governorate, explaining the features of the shortcomings of the middle circles and the mechanism for the rise of MPs.

Then the Director General of the Office of the High Commissioner gave an explanation on the areas of the constituencies and the necessity for wide participation in the elections, hinting that the percentage in the 2018 Parliament was low and it was reluctance and should not be repeated, especially since the choice of this system came under pressure from the street during the demonstrations and the reference to the need to direct young people born in 2001, 2002 and 2003 to review registration centers Biometrics deployed in the governorate for the purpose of registering them, especially that they have the right to vote and participate in the expression of opinion and election and the need to update their data to exercise their right. Then the floor for discussion, dialogue and exchange of ideas

The most important ideas and observations presented during the seminar: 1- The youth participants agreed to participate actively and will encourage their families for this purpose. 2- Proposals were presented that Tammuz organization should play an awareness-raising role throughout the governorate as well as this symposium, and that the districts and sub-districts have the largest share of these seminars. 3- Show TV programs about these seminars for the benefit of people. 4- Despite the different visions about the law, but some agreed on the possibility of going through the experiment, even by amending the law to be fair to all, despite the ignorance of many of its content. 5- There was a view that the media and civil society organizations should have an active role, as this role is absent except for some organizations.
