Our colleague Razak Obaid Zaher, director of the organization’s center in Dhi -Qar, opened the seminar by welcoming the attendees and also explained the election laws that have been used in Iraq since 2005, the difference between small, medium, and large constituencies, what distinguishes the electoral law adopted in the upcoming elections in October 2021 to adopt Small constituencies, where Iraq is divided into 83 electoral districts.

After that, Mr. Ahmed Dakhel, the technical assistant in the Office of the High Electoral Commission in Dhi - Qar, talked about the five constituencies in the governorate, their geographical boundaries, and the number of voters, in addition, he explained the voting mechanism and the counting process after the voting phase.

After an active discussion by the audience on many topics related to the electoral process, the voting mechanism and the work of the Commission, the seminar ended with several recommendations, the most important of which are:

The necessity of having procedures to prevent candidates from anticipating the start of the electoral campaign

- A safe environment must be provided for the voter and the candidate to conduct the electoral process.

- It is necessary to have national and international monitoring to ensure the integrity of the elections.

Adoption of the biometric card only in the electoral process.

The symposium concluded with our colleague, Razzaq Obaid, thanking the attendees for accepting the invitation and the gentlemen in the Operations Department of Dhi Qar Governorate for their cooperation to make the seminar succeed.
